Why does my Tetra rub against my Beta fish?

I have been noticing that my little tetra fish is rubbing against the Beta. What could this mean? He’s done it about three times this week. The temperature is fine, and they have enough room in the tank, 10 gallons, I also have 4 more tetras in the tank with him (knowing that tetras need to live in a pack).
“Rubbing” as in, he swipes his body side to side on the betas fin quickly then swims away.

    What do you mean rubbing? As in rubbing. Or just slaming into the Betta then the tetra rubs? This is a rare condition. Maybe your tetra has problems with its brain or what. Can you kindly add more details?

    10 gallons is way too small for a Betta to be rooming with 5 Neons. They are both going to fight over territory. I would take the betta out and let the Neons live in peace :)
