“Rubbing” as in, he swipes his body side to side on the betas fin quickly then swims away.

What do you mean rubbing? As in rubbing. Or just slaming into the Betta then the tetra rubs? This is a rare condition. Maybe your tetra has problems with its brain or what. Can you kindly add more details?

10 gallons is way too small for a Betta to be rooming with 5 Neons. They are both going to fight over territory. I would take the betta out and let the Neons live in peace
